George Osborne has promised a 2 year freeze on council tax rises, he fails to mention that this will only affect England, devolution has made sure of that, the snag is that if it goes to a vote in the HoC and the Scots, Welsh and N. Irish elected MPs are allowed to vote - it just might get thrown out.
