That may well be the case and it is an interesting point. This is the first explanation I have heard for last year's surprisingly high turnout for the NEC elections and it is one that may be credible.
Do we know of any other internal elections in UKIP in which prepaid envelopes were used for the return of ballots. It would be interesting to see whether there is in fact a measurable effect.
I note that the MEP ballots were not sent out with prepaid envelopes. It will be interesting to see what the return is.
