I think that delivery costs would be a major issue as well. The royal mail will obviously do special rates for bulk mailing, but we are talking about a large sum of money.
Then there is the question of how effective they are. As good as they are, most people will just see that it is something political and stick it in the bin. Can you imagine receiving a DVD of a party political broadcast from the Conservative party and rushing to stick it in your DVD player?
You like it becuase it is promoting your party and your beliefs. To most other people it is political spam. Unfortunate, but true. There is a big difference between watching something a friend has recommended and something received randomly through the post.
I think that some careful product and packaging testing would have to be done before it went out.
